The new pivot constraint does not work properly. Bugs confirmed also by other users:

(I hope some information in the thread my help as well.)
If you have bone/object with pivot constrained and try to move the pivot to a new location after the constrained bone/object has been rotated, the constrained object/bones starts to move into weird directions instead of stay still.
Bug exists with a relative pivot definition (without target) as well as with a pivot defined by target.
I am attaching example file. Try to change pivot location, the bone starts to move. It works only if the bone is not rotated.

can see its odd behavior but what should it do?, apply the relative pivot position before constraints are applied then apply the constraint back over?

fixed the case where difference between the pivot and the object/bones location was applying incorrect offset.
Now the object is only ever rotated about the pivot, so moving the pivot along the axis of rotation wont offset anymore.
