Works just fine here. Not sure exactly what the bug is here. I think more info would be helpful.

So your normals are aiming up? I exhibit the same issue as the OP-- normals flipped upside down.
Win 7 x64 here also.

I downloaded another build of blender from grapicall, this doesnt have the bug.
r32662
so maybe its just in the official win7 x64 version? I also used the zipped version.
