Actually it's two bugs in one.

All you have to do to reproduce is to open the default file (that's why I'm not uploading any file):

1. Choose Axis Angle Rotation.
2. Activate Rotation Manipulator (Global mode is ok).
3. Drag Y component, let's say 45 degrees.
4. Now you see the bug as soon as you start dragging any other component (or even the same one): the former 45 degree rotation is lost.

The second bug appears if you press ESC in the middle of a rotation: it doesn't revert to the beginning: it just stops the rotation at the very point it is at the moment of cancelling.
