NLA strips move insensitively across tracks
Detailed description
1. Open the default blend file
2. Open an NLA screen and add an action, then duplicate it
3. You should have a new track duplicated with it to, try moving it back and forth
and then up and down
4. Seems like moving up and down is extremely awkward, almost like its exponentially 'harder'
to move them up and down each time. But its really smooth going horizontally.

I've confirmed this with TerryWallWork, who was on fedora, using a svn 32909.
I'm on OS X 10.6.4, using a rev 32917.

  • Finally, I've found the culprits!

    I remember seeing these troubles back when I was working on this during the SoC period, but could never get my head around why they were happening. But, time away from this code seems to have helped spotting errors faster :D
