Summary:
Vertex paint - Cannot select or paint vertices of obscured vertices, even when obscuring faces are hiddden
Detailed description
See attached .blend file for reference.

Steps to replicate:

1. Have a mesh with part of the model obscured by some faces (e.g. an eye model with the cornea/sclera wrapped around the eye interior)

2. Tab into Edit mode, select the faces of the obscuring faces, and hide them.

3. Switch to Vertex Paint mode and toggle face selection masking. The faces hidden in Edit mode should disappear from view.

4. Attempt to select faces and paint vertices.

Expected results:

You would expect to be able to select any visible individual faces or select all visible faces and paint the vertices on those faces.

Actual results:

Individual faces cannot be selected. Pressing A to select all faces works. However, trying to paint the formerly obscured vertices shows no results.

I suspect this same behavior also exists in Texture Paint mode.

The attached .blend file has an example eye model in Vertex Paint mode with some cornea faces hidden. The interior eye vertices cannot be painted even though they are visible in Vertex Paint mode.
