When Render Display is set to New Image, F11 hotkey does not raise an existing render window
Detailed description
Steps to replicate:

1. Change Render Display to New Window
2. Render (F12)
3. Hide Render window by pressing F11
4. Reveal Render by pressing F11


Expected results:

The Render window should raise in the window stack and show the existing render.


Actual results:

The Render window remains behind the main Blender window. The only way to make the Render window appear by pressing F11 is if you actually close the window by clicking the close button in the window border.

For what it's worth, this bug is seen on the Linux platform in current svn as well as in Windows on 2.55 beta.

    Also works for the user prefs btw :)
