Detailed description
Start Blender -> Tab edit mode -> press N to call properties panel -> select two connected vertices -> in N panel set Mean Crease to 1 -> tab object mode, tab edit mode -> Mean Crease is 1, good -> set Mean Crease to 0.9 -> tab object mode, tab edit mode -> Mean Crease is 0.898... hmm -> tab object mode, tab edit mode -> Mean Crease is still 0.898 -> click on left arrow in Mean Crease slider to increment set 0.798 value -> tab object mode, tab edit mode -> Mean Crease is 0.796... -> etc.
PS
When i manually set Mean Crease value 0.398 one edge, and 0.4 on other edge, than use select similar crease = both edges are selected (select similar sensitivity~0.01).

internally crease is stored from 0-255 so these rounding errors are inevitable and not a bug.
did however find that the median target entered wasn't being set as typed in because of 0-1 clamping.
fixed this as well as removing unneeded calculations, r33679.
