Snap to Cursor does not obey transform locks for bones or objects.
Detailed description
This can 'break' rigs, since animators don't have an easy way of fixing (alt-G DOES obey locks), and it can lose important locked positioned when e.g. multiple items are selected and snapped.
Steps to Reproduce:

1- start a new file
2- select default cube, in the view properties (Nkey) panel, lock the location transform on all axis.
3- click the 3D cursor anywhere in the scene
4- shift S snap selected to cursor.

What happens:

5- the locked cube snaps to the cursor.

What should happen

5- the locked cube stays in place.

OS: Ubuntu GNU Linux, 64 bit, version 10.10
CPU: Intel (dual and quad core machines)
GFX: nVidia.
