Detailed description

Step-by-step tutorial:
1. In new scene delete everything
2. Go to menu add > mesh > circle and create circle with odd vertices count (3,5,7,11,13,15 ...)
3. Switch view to "top"
4. Zoom maximally view
5. Try scale

Bug: scaling starting from -1 in all axises,
I expect that scaling will be started +1

Wrong behaviour appears in:

Follow your steps exactly on a factory-settings blend file and it starts at 1 as expected.

Oops, must have touched a wrong key! Continuation= ...of a bug Campbell may have fixed. Domanski's 3-vertex circle starts scaling here on 1.0000 and equally in all directions, but remains a triangle all-right. So my r.34076 is allright.

As I see there is now already a r.35749, I wonder when there will be a new Windows self-extracting installer.
