Summary:
relative blur decimal value from 2.49 is not correctly converted to percentage value in 2.5
Detailed description
ubuntu 10.10 64 bits rev35815

reported in blenderclan forums.

In 2.49's node blur, relative blur is expressed by a decimal value between 0 and 1.

In 2.5 node blur, relative blur is expressed by a percentage.

I attached a .blend made in 2.49 with a relative blur with values equal to 0.2.
Open it in 2.5.
Values are 0.2 % instead of 20 %
