I am using Blender SVN Reg 35970.
I noticed that when using Blender 2.49 it was possible to insert key for dloc, dscale and drotation using the graph editor.
I tried loading the resulting dloc keyed file in Blender 2.56 and it does work. There does not appear to be a way to actually insert these keys into Blender using Blenders interface. Pressing I on the an object does not give X Delta Location as an option. And using the graph editor does seem to be an option either (as it was in 2.49).
I have attached a Blender file originally generated in 2.49 and then saved in 2.56. If you advance though the frames you will see the cube moves forward slowly. If you then grab the cube and move it somewhere else and rescrub through the frames you will see that it moves from the new location rather than snapping back to its original keyed location. This is really useful I do hope Blender 2.56 gets proper access to this back.

Confirmed, this is just a matter of adding to default keying set - assigning to Joshua.

It's possible to add these using from the "Delta Transforms" panel under Object properties.
I don't suppose that this is frequently used enough to warrant adding a new Keying Set for it, though there's no harm doing so either :)

Thanks for the info on how to set the delta offsets :)
It would be awesome to have this key type in a nice visible menu. It's probably seriously under used because people are not aware of it. I didn't know about it and I have seen many posts on the BA forums that would be solved by using delta animations. For example sliding doors which are duplicated.
