select strip and just do edit>tranform>scale in the header.

Ali, maybe this patch would be helpful for you (at least it fixes crash, but i've got issues with scaling when mouse crosses active frame line) -- see attachments.

Fixed in svn.
NLA scaling was just broken, while menu was using wrong operator.
