GPv3: Segment context menu

Indeed, right click context menu (edit mode) is missing for segment selection mode. This PR just exposes same context menu for segment and point mode

After coming from 4.1 updating through Steam. I have noticed that I am unable to see the Light settings in Eevee | Blender 4.2 LTS
