Technically, the Freestyle is under the Render & Cycles module, but it is also something that is heavily related to Core as well.

The locale and tools should be removed from the pipeline_config indeed. The rest need to stay as addons are not managed by the main repository.

The HSL is not defined for over-exposed areas (it is a human perceptive model after all). So, unfortunately, it is not really a bug but the limitation of how color space transforms work.
