5d5027db03 Animation: Gaussian Smooth operator for Graph Editor
Add a Gaussian smoothing operator to supersede the current
smoothing operator in the graph editor.

Advantage over the current implementation:
* Supports modal operations
* Is independent of key density
* More options in the redo panel
* More predictable Impulse Response

Option in the redo panel to change

Filter Width: How far out on each side of a key the code checks
to average key values

Sigma: The shape of the bell curve, lower values make a sharper bell curve
reducing the smoothing effect.
Too High values will make the code behave like an average filter as the
curve in the -1/1 range will almost be flat.

On a technical note, the operator needs to store additional data when running in modal
to avoid allocating/deallocating data on every modal run.
For that reason the `tGraphSliderOp` struct has been extended with
`void *operator_data` and `void (*free_operator_data)(void *operator_data)`.
The former is the data and the latter is a function responsible for freeing that data.

17b0c06946 Animation: Equalize Handle Operator

f9aa6376f1 Cleanup: anim, remove const declarations from pass-by-value params
Remove `const` from pass-by-value parameters in function declarations.
The variables passed as parameters can never be modified by the function
anyway, so declaring them as `const` is meaningless. Having the
declaration there could confuse, especially as it suggests it does have
a meaning, training people to write meaningless code.

5ebdbcafcb Animation: Snap Cursor Value operator
Add operator to snap the 2D Cursor value to selected keyframes. This is
doing almost the same as the "Cursor to Selected" operator, except that
it doesn't affect the current frame, just the Y-coordinate (the value)
of the 2D cursor.

The "snap cursor" operators are added to the Key → Snap menu and to the
Snap pie menu. This means that these menus are now extended in meaning,
to not only mean "snap the selected keyframes to the cursor", but also
for some options "snap the cursor to selected keyframes".

This fixes T76596.

667af6cf41 Refactor grid and scale indicator text drawing
This affects the timeline, dopesheet, graph editor, sequencer,
clip editor and nla editor.

Removed structs and enums: `V2D_ARG_DUMMY`, `eView2D_Units`,
`eView2D_Clamp`, `eView2D_Gridlines`, `View2DGrid`.

A main goal of this refactor is to get rid of the very generic
`View2DGrid` struct. The drawing code became very complex
because there were many different combinations of settings.

This refactor implements a different approach.
Instead of one very generic API, there are many slighly
different functions that do exactly, what we need in the
different editors. Only very little code is duplicated,
because the API functions compose some shared low level code.

This structure makes the code much easier to debug and change,
because every function has much fewer responsibilities.

Additionally, this refactor fixes some long standing bugs.
E.g. when `Show Seconds` is enabled, you zoom in and pan the view.
Or that the step size between displayed frame numbers was
always `>= 2`, no matter how close you zoom in.

The old behaviour (not modifying the selection status of the old keys) has been
kept, but is now available via Shift-Ctrl-Click.

daccaa713b Patch T22084: Robert Penner Easing Equations for FCurves
This commit introduces support for a number of new interpolation types
which are useful for motion-graphics work. These define a number of
"easing equations" (basically, equations which define some preset
ways that one keyframe transitions to another) which reduce the amount
of manual work (inserting and tweaking keyframes) to achieve certain
common effects. For example, snappy movements, and fake-physics such
as bouncing/springing effects.

The additional interpolation types introduced in this commit can be found
in many packages and toolkits (notably Qt and all modern web browsers).
For more info and a few live demos, see [1] and [2].
