Short description of error
I have a blank template but the tool is missing from Object Mode and impossible to access if a cube isn't drawn.

Exact steps for others to reproduce the error
Delete cube save file as startup file so the cube doesn't have to be deleted every time. Now there is no way to get Edit Mode and the line tool is missing from Object Mode even though it is for drawing shapes.

The Mesh Line tool is designed to work only in Edit Mode, similar to the Knife Tool. This means that it won't be available in Object Mode or when using a blank template. This behavior is intentional.
