Short description of error
[Please fill out a short description of the error here]

Models exported using the blender fbx exporter do not react properly to vertex displacement shaders compared to the same meshes exported as Blender OBJ's and fbx's from other programs. None of the export options work to fix this issue including changing the scale parameters, unit scale and toggling apply unit.

The mesh is the proper size, but the vertices are overreacting to vertex displacement shaders as if the scale was much larger than it actually is. In the attached zip, I included a video, the original blend file, the blender fbx and obj exports as seen in the video as well as a 3ds max export for comparison. Notice that the 3ds max export when imported into blender has the correct size but a scale of 0.010, This is after a reset xform (the max equivalent of an apply transforms).

Exact steps for others to reproduce the error
[Please describe the exact steps needed to reproduce the issue]
[Based on the default startup or an attached .blend file (as simple as possible)]

Load included blend file. Export as FBX , import into Unity and apply vertex displacement, compare with OBJ export or fbx export from other programs.
