Regression: Extrude Tool XYZ Handles overlap on orthographic view and small world scale #100321

Short description of error
This bug might be related to #99670.
When using the Extrude Tool, the handle type can be changed to show XYZ axes. When the object is way smaller than 1 Blender Unit, it becomes impossible to grab the Y and X handles in orthographic view.

Exact steps for others to reproduce the error

Scale down the cube to 0.01 percent
Enter edit mode
Make the Extrude Tool active and switch the tool settings to XYZ
Try dragging the Z or Y handles

@PratikPB2123 Sorry for reporting this on a patched build. I tested it again with your attached file on the latest master and can reproduce the issue.
From opening the file it's impossible for me to drag the Y and Z handles. It will drag the white circle instead.
When switching to top view I can no longer drag the X handle, but the others work.
From the front view, only the Y handle cannot be dragged.

This is with factory settings.

@PratikPB2123 Sorry for reporting this on a patched build. I tested it again with your attached file on the latest master and can reproduce the issue. From opening the file it's impossible for me to drag the Y and Z handles. It will drag the white circle instead. When switching to top view I can no longer drag the X handle, but the others work. Categorizing to normal priority.

A change was reverted as it had many issues. So behavior should be the same as before the original change.
If that isn't the case the bi-secting should happen with this in mind.
I don't believe we can categorize thi as High priority as the selection bias is changed back to the original.
