Auto-Masking: Propagation Steps needed as a global setting #102377

The auto-masking options in sculpt mode are accessible per-brush and a s global sculpt mode option.
The issue is that the "Propagation Steps" for Mesh Boudnary and Face Set Boudnary auto-masking as still always a per-brush setting,
even when accessed and changed in the header.

The Propagation Steps needs to be stored as a global sculpt mode settings as well.

As discussed in the recent module meeting, the priority will be lowered.
We'll see when this task can be handled but for the major functionality of the feature it's not vital.

Heyy @JulienKaspar can I pick up the issue? Basically i need to preserve the global Propogation Step value even if per brush setting of Propogation Step value is different from global right?
