Short description of error
When starting Blender, all window elements except the Viewport window are black. Resizing the Window or the black elements wont change anything. However, splitting the areas make the areas glitch out even more. But I can still interact with the elements so it's just a graphical problem. Blender is completely unusable for me. I tried reinstalling, updating my drivers, doing sfc /scannow on my Windows OS. Nothing worked.

Exact steps for others to reproduce the error
I don't know how to reproduce this problem. It just appeared since I updated my Blender version.

Hello,

It would ideal to have more details about your video card and the version of the driver, especially since many Radeon cards are supported, but some are not.

The best and easiest way to get us more information is to select Help / "Save System Info" and attach the resulting file to a comment here. From your captures it seems like you can open menus even if they don't display correctly.

Hello. I would really like to give you the system file, but... the Blender file browser is also glitched out, which makes it impossible for me to save the file.

I will try to give you the system file as soon as I get the file browser working.

Alright, got the system info file. Fortunately, all I had to do is just press the enter key to save the file. It took me a while to find out since navigating through the file browser is impossible for me at this state.

Oh wow, I didn't know that this was such a major issue going on for months. But yeah, I've looked into #100096 and tried out resetting my AMD driver like it was mentioned there. It worked flawlessly, Blender is now functional again... At least for me. Anyways, thanks for your help.
