Worked: Testing 3.3-3.5 it doesn't work, haven't tested before that but it seems like it has been a bug for some time.

Short description of error
IF a NLA strip is moved in time, you no longer can select keyframes on the timeline at the frame they display on. So if a clip is moved -10 and you enter tweak mode, and see a keyframe on the timeline at frame 20 and try to select it,any keyframes that are on frame 10 will be selected instead, all selections or box drag selections, select frames offset in time.

Exact steps for others to reproduce the error
Open the example file.
In the timeline try and select the keyframe on frame 20.
Notice the keyframe on frame 20 is not selected but the one on frame 40 is.

Select the cube called "Regular Unmoved NLA"
Select the NLA strip CubeAction that is starting on frame 1.
Enter tweak mode for the Strip (Tab key)
In the timeline click on or drag a pick box around the key at frame 1, the keyframe is selected.
