Note: the GLB file passes the Khronos GLTF validator and can be loaded in three.js (try here or here).

Exact steps for others to reproduce the error
Starting from the default startup, select File > Import > glTF 2.0 (.glb / .gltf) and select the attached GLB file.

Edit: Problem probably come from extras TargetNames that are all empties.
This is not checked by Khronos glTF validator
