Short description of error
graph.keyframe_jump operator causes keyframes to be shifted when invoke outside of the keyframes range of an NLA strip with frame start offset or time scale in pinned tweak strips actions mode. See the attached screenshot.

Exact steps for others to reproduce the error

  1. Open the attached blend file "GE NLA KFJump keys shifted bug.blend"
  2. mouse over Graph Editor, invoke graph.keyframe_jump operator to the next keyframe (default UP arrow key)
  3. MMB to pan the graph editor a little to update Graph Editor drawing, noticed that the keyframes have been shifted
  4. undo and set current frame to frame 20
  5. now invoke graph.keyframe_jump operator to the previous keyframe (default DOWN arrow key)
  6. MMB to pan the graph editor a little to update Graph Editor drawing, noticed that the keyframes have been shifted
  7. undo and set current frame to 100, hit UP arrow key multiple times, the keyframes get shifted with each keypress.
