Design: Support access to active tool operator properties #122521

Problem:

Currently, there is no clean / succinct way when using WM_context_toggle* to define a keymap that points the datapath property to a specific operator's properties. While this can be worked around by defining Scene level properties inside the ToolSettings or other related structs, it can result in an unnecessary amount of duplicated data.

Proposal:

This issue proposes adding a new property inside bpy_types.py to the Context object to providing access to the active tool operators.

Potential Applications:

  • Access operator properties from the keymap
  • Add popover panels for operator properties

Questions raised by @ideasman42 in review of original PR:

  • How to handle accessor types, try to make them more "complete" or document as a workaround which only supports __getitem__.
  • Could the mapping type be limited to operator the tool uses? (allowing at least __len__ keys() to be implemented).
  • Would we have the same functionality for gizmo_group_properties?

WIP PR: #122519
