Improve visual connection between properties screens and areas #37702

Problem
The current properties window uses buttons to change screens, essentially acting like tabs, but there's no visual cue to identify this connection to the user at a glance.

Proposed Solution
Align the bottom of screen buttons with the bottom of the header to create a visual connection between them.

Additionally, this could be further improved by adding adapting the header's bottom highlight to be an underline, making use of the same theme color (Radio Buttons: inner selected)

We could use tabs.

If they are implemented for the toolbar, they could be re-used here.

The nice thing about tabs is that it clarified the difference between radio buttons (settings inside the Properties) and view selection (changing which properties you see).

@billrey, are you suggesting to use the vertical tabs here too, or to simply make the current radio buttons into tabs? The latter would be my preference as it leaves open the possibility of also using vertical tabs for organization within property areas.

@JonathanWilliamson: Yes, to re-use the same tab style drawing, vertical or horizontal. Horizontal is nicer as long as it's possible to display al the items there.

I agree with @billrey that we need to use one paradigm for tabs. Whatever we decide, we don't want different implementations for how to change tabs.
