If this was a general case under win7, it would have been reported thousands of times already (and fixed, btw). Henceforth, we need you to complete the info, as per the submitting template (GPU and exact driver version)…

You may also try to change OpenGL settings in user preferences, System tab, to see whether you can fix your issue (and be sure to have up to date drivers). A screen shot might help too.

@maksha Having screenshot show issue… but does not help fix it. Did you try to change your OGL settings in UserPreferences? Do you have some kind of OSA enabled in drivers settings? From the look of the screenshot, seems to be some kind of over-OSA issue. Or maybe wrong mipmap.

Also, did you check your driver is up to date? And please note Intel drivers are notoriously buggy when it comes to OpenGL...

I'm running Windows 7 32-bit. The machine itself is a 64bit machine (it's a Compaq CQ42-266TU i3 M380). I don't know why system-information.txt generated by Help->System Info shows as 64bit.

I was showing the screenshot as suggested by you on your comment for original poster.

This Blender was a fresh install. Never notice this issue until yesterday when I was trying to follow a tutorial on the Internet.

Oh, and what GPU do you have?

I think it's an Intel HD Graphics (Core i3) with shared memory. Maybe Intel HD GMA or HD4000, I'm not quite sure, since it's an onboard VGA.

Also, did you check your driver is up to date? And please note Intel drivers are notoriously buggy when it comes to OpenGL...

The driver is the latest for my system. If it's buggy, is there a way to fix this?

Btw, I have managed to use this same version of Blender to edit my home video and exported it to a file. The only problem is with these blank buttons/icons on the User Interface. I had to mouseover on the buttons/icons to know what it does.

Well, you go in User Preferences, System tab, and try to change settings under OpenGL, like Mipmap, GPU Mipmap generation, VBO, multisample, anisotropic filtering, etc etc. And see whether you can find some settings where you get button icons right.

(OSA stands for OverSampling, more or less same thing as anti-aliasing).

Just uninstalled, re-downloaded and reinstalled the stable release (2.70a). Still no image on buttons. Anyone can help?

Solved. Just found out it was a feature called Texture Quality that I used on my graphic card.

Previously it was set to "Performance", when I set it to "Balance" or "Quality" all icons displayed correctly.
