Short description of error
Poly Build tool is detecting verts/edges in a weird distance from them. You can hover around the object and finally see it being selected but not when you are over the actual vert/edge. Which is making this tool useless. The error is not occuring always.
Exact steps for others to reproduce the error
I am attaching file that this error is present in. Just open it and try to use Poly Build tool on the piece of geometry in this file. You should notice it is not highlighting verts/edges as it should.Polybuild_fail.blend

The problem seems to be that the model is too small. However, at this size it should still work. Looks like there are some fixed thresholds which should be more dynamic.
Checking...
The problem seems to be related to orthographic view.
@nezumi, can you check if the same problem exists when you switch to perspective mode?

Seems like in perspective mode problem is gone.

I'm having same issue, in perspective view and orthographic, sometimes orbiting makes the edge detectable, but not always
Oops, I just realized how old this post is, well, the problem still exists in Blender 2.91
Problem is still there in 3.6.3 and making retopology process very frustrating.
This is an old post indeed, however, we should still try to get this solved somehow.
It seems this is working fine on my side, maybe you can show how it is failing on your side?
