Short description of error
Joining two objects together with ctrl-j deletes the UV map of the joining object.
Exact steps for others to reproduce the error
Press ctrl-j

Cannot reproduce here.
I can see both UVMaps on the joined object, and both maps have the 'original' UVs...
Does this happen in todays build as well?
Here is a video using today's build and the file attached above:
https://youtu.be/3urat2vW3Uk
At 30 seconds into the video I press ctrl-j which deletes the UV of the first object I previously selected.
Ok, important discovery:
Maybe this isn't a modeling bug, bug rather a Ux flaw and that needs a design change.

UV maps are only merged if they have the same name. To solve the issue you need to give both maps the same name.
While it may be possible to improve the user interface, this is not a bug.
Can we please look into this again? It's a big problem if you have a project with hundreds of little parts. Why not give a dialogue box that will auto-rename all the UV Maps to one if it detects a conflict in UV Map naming while joining meshes?
We also have #111608 open (it is a related issue).
One possible solution there was to "merge the UV layers based upon index (so merge all first uv layers of all sources into one on the destination, merge all second uv layers of all sources into a second uv layer on destination, ...) -- this could be an option on the operator"
