Short description of error
The combined pass is allways written to file, even though Combined is unchecked in the View Layer Passes Data tab.

Exact steps for others to reproduce the error
Open the attached blend file.
Combined_Layer_Pass.blend
As you see Combined is unchecked in the View Layer Passes Data tab.

Hit Ctrl+F12 to render the Animation. The multilayer-exr is stored in the tmp folder.
See the multilayer-exr layers, the combined pass is stored within.

So the combined checkbox in the View Layer Passes Data tab isn´t doing anything if you check or uncheck it.

Any news on this?
If the combined Pass is always stored within the output file when not needed, it is a big waste of harddiskspace when rendering lots of animations and passes. Also compositing gets much slower when loading larger files.

I find same problem tody.
According a tutorial for Blender 2.76+Blender Render, create Freestyle only render, with close-combined-pass technique.
But I tried this doesnot apply to Cycles/Eevee, both Blender 2.79b/2.82pre.
Combined of Passes in Cycles cannot be really closed.

Still havent found solution for Eevee, for there's no "View Layer>Filter" options for Eevee.

This is a limitation of the current implementation. The render output structure assumes that the first data always is the combined pass. Without this blender crashes as other areas rely on the availability of this pass. The render system needs an updated API/design to fix this so mark this as a TODO as it currently works as intended

It is confusing that it is possible to uncheck the combined pass. Make it impossible to uncheck the combined pass or remove the combined pass checkbox. Otherwise it is a bug for me, if unchecking a checkbox does nothing!

I agree with Marcus Papathoma (machieb) that is an inadequacy in UI design.

Every app has all kinds of limitations. For example, it can do job A, but cannot do job B. It's OK, no problem.
Then the UI reads "Let's do job B". But when user really command job B, app do nothing. It's a problem, obviously.

Remove "Combined - [ ]" option from UI would be OK, IMHO.

The same for Eevee. I need to render Mist pass separately to work around Depth of Field's background "bleeding" of transparent materials. I hoped it would be faster without Combined pass.

If this limitation cannot be overcome (and some things cannot easily, of course), then the checkbox needs to be disabled in Eevee, removed, or labeled as incompatible with the renderer within the tab.

The fact that the checkbox can be turned on/off, and has no effect whatsoever, is indeed a bug.
