Operating system: Windows 10 64 bit
Graphics card: Nvidia GTX 750 Ti

Blender Version
Broken: 2.82a, 2.90 alpha eaf7d36d66

Short description of error
When a Spotlight is scaled, the intended behavior is that its shape changes.
This works in EEVEE, but not in Cycles.

In Cycles, it stays circular.

Exact steps for others to reproduce the error
spotlight_ellipse.blend
Open the file.

Compare renders by EEVEE and Cycles.

According to #37071 this was added to the list of "TODOs" for Blender due to the math required to get it to work in Cycles. The TODO was then shifted to #55363 and was then removed. I'm unsure about the exact reason (Maybe it was shifted to another task?).
