Failed in the same way: 2.83.0
This error is reported from a first time user of Blender.

Short description of error
When started from command line: Blender reports errors and terminates.

Exact steps for others to reproduce the error
Start Blender via icon or from command line.

See the other task for possible solution. Since there is an NVIDIA card, configuring it to be always used for Blender instead of the Intel HD card is a likely solution.

Workaround:

  • Open the Windows settings go to System > Display scroll down and click Graphics Settings.
  • Select Classic App in the drop-down and search for the Blender executable.

Open the Options for the new entry that appeared. Select the energy mode that uses the integrated Intel GPU and save.

This has supposedly helped others with issues related to Intel HD Graphics 630.

The proposed workaround fixed the problem.
The solution is for Blender to always use the slower Intel card and to never use the faster Nvidia card.
Hopefully this restriction to lower performance will be overcome.
Please find attached four screenshots (from a german version of Windows 10)
which make it easier to follow the steps that fix the problem:
