Worked: went back to 2.79b, seems this never worked
Short description of error
For overlapping objects you can hold Alt while clicking to select to bring up a little menu which allows you to pick which object you want to select. This does not work for bones in edit or pose mode. While I did not find whether this ever worked (went as far back as 2.79b) it would be great if this feature worked for bones as well especially considering the fact that during rigging you often end up with bones overlapping.
Exact steps for others to reproduce the error
Provide example file has two overlapping cubes and one armature with two overlapping bones. Alt click on the cube and notice you get a menu for which object to select.

This feature is not implemented in
ed_object_select_pick
for bones in pose mode and therefore this is not a bug. Unfortunately, I'll have to close this ticket as this is a feature request / improvement suggestion, which are off-topic on the bug tracker. You can create a post on right-click select for your proposal or get involved in the development of Blender. We are always happy about code contributions by the community.
