ALT navigation issue in separated windows (Industry Compatible Keymap) #84310

Short description of error
Two windows UI configuration (3D Viewport\ UV Editor). When I switch from one window to another ALT navigation doesn't work on first window touch. But middle mouse button works.

Exact steps for others to reproduce the error
Set Industry compatible Keymap
Switch to Edit mode and select any part of geometry in 3D Viewport (face for example)
Select Move tool in toolbar
Create New Window, change Editor type to UV Editor for example (or Outliner). Click somewhere in this window to switch focus.

Start ALT-Middle mouse navigation in 3D viewport (first window). FIrst move will be midlle mouse drag instead of ALT- middle mouse Pan View (selected polygon moves, like ALT doesn't work). On second try it works correct.

Repeat. Switch focus to the second window, then start Pan View in the first window.

Looks like ALT key doesn't work on first window touch.

Although with a different keymap, this is the same problem as #40059
It is important to keep in mind that in some cases it is preferable that the "click to focus on the blender window should be used only to bring it into focus". (See #79766 (Mouse clicks to bring blender into focus aren't being discarded))

As far as I know this is usually a window manager preference ? Back when I used a Gnome desktop, if I remember correctly the different focus behaviours were as follows : the first was that any window being hovered over with the pointer had focus and was brought to front (pretty hardcore tbh), the second was the default in most systems and probably the one expected by users reporting this issue : any click would focus and do the action (selecting something in viewport for instance) in a single go, finally the last one made clicks strictly give focus to the window, but did nothing else ie sent no signal to the program in question (also pretty hardcore in my opinion, although I can see the use).
