Inconsistent tool selection and tool settings for different layouts #85480

Short description of error
As title said. Inside one layout all viewports have same settings and tool selection.
Expected: global tool selection for SAME mode and editor. Different tool selection for different editors: 2D paint and 3d paint uses same brush inside one layout (and it is pain because zoom is different)

I believe this is currently "by design", not a bug. Every workspace holds separate references to the tools. But I agree that this can be a problem for certain workflows. Perhaps an option in the workspace settings tab to sync the selection is a solution. In any case, this is probably better suited for devtalk than the bug tracker.

@filedescriptor honestly I dont believe this was intended. Or I just cant imagine profit from such design and difference.
Especially different tool settings for Edit vs global settings for Sculpt vs partially global for Texture paint…
Looks like a bug or flaw or mistake.

Similar issue: snapping mode switching on/off for 3d viewport and node editor for example. Or UV and 3D. It is very annoying thing, that forces to swithc it each time I need to work in another editor

I don't think the fact that the active tool is different between workspaces with the same editor and mode is really a bug.

But the fact that some tool configurations are shared between workspaces and others are not, is in fact inconsistent.

In my opinion, if the settings are shared between tools or workspaces. There should be an indication or separation between these settings.

I think this is a design issue and, initially, it is better to be discussed in other channels, but I will let the #sculpt_paint_texture and #user_interface team decide.
