Short description of error
In the last few Blender 2.93 Alphas, you need to first move or resize the Preferences window before you can activate the save menu in the lower left corner.
Even if you click on other Preferences items first, you still need to move or resize the Preferences window top bar in order to access the save menu.
This wasn't necessary up to and including version 2.92. Something seems to have been changed in the Blender window or drop-down menu management to cause this.

I remember those dates, when narrowed down for #85768 - which seems related.

Just to narrow down this behavior a bit.
Open "Preferences" window in any way. The resulting window has focus and everything works correctly. You can change pages and panels, alter sliders, enter values, click buttons. Everything works. Except... the little "menu" icon at bottom-left is not working. Doesn't look disabled, but clicking on it does nothing and there is no tooltip and no hover highlight.
As mentioned above, one way to make it work is to move the window a bit. Or you can open and close the bottom header. Or, more interesting, you can move your mouse just above the button where it turns into a up/down cursor (because of the hidden bottom header, click down and then it works too. Here is a capture showing this last (weird) way to get it working:

I cant actually reproduce this in Linux (adding the Windows tag here, but everyone, correct me if I am wrong and this also happens on Linux) it seems, but from the comments, I assume this can be confirmed.
