Some lists to crosscheck: D12513 (proof of concept menu) and D12105#326398 (some of the issues here have been reported as bugs).

Working with the menu reveals the need for a vertical(only in relation to objects visible in preview) operation mode of several operators:
The vertical stacking of objects also demands a clear selection scheme, ex. what object to select first? From the channel top and down or one up(as it is now)?
The moment the user move the object out of its original position the Blend mode needs to be changed manually to Alpha Over to be able to see the objects under it. Some solution should be thought up here, since Alpha Over will be needed in 99% of the cases.
The need for quickly changing the channel position up or down(as if working in layers) will properly arise soon(could be some arrow key combination to move active strip/selection while respecting overwrite/expand(ripple/insert)), and shuffle).

With the tools implemented, the Preview isn't just a preview anymore but an editor, where objects can be edited. How should this transition be dealt with?
Ex. in the 3d view the transformation values are exposed in the sidebar, how should transformation values be exposed in the Sequencer Preview?
Should Image Transform operators be moved from the Sequencer menu to the Sequencer Preview menu?
What about cropping and text editing, should these be exposed as tools too?
Should effect strips and modifiers be accessible from the Preview and what about their properties? Should they show up when the object(strip) they're attached to is selected?
Could/should it be possible to work in the Preview without having the Sequencer open?
How can working with keyframes be improved?
Should on-strip drawing and editing of f-curves(already implemented to some extent(or patches exist ex. speed f-curves)) and keyframes be implemented?
Etc.

@tintwotin these are more design topics which should be discussed with module members - or be a separate design task.

This task is to complete basic TODO's, not to discuss deeper changes and their implications.

D12513 is already exposing basic operators in the Preview & Sequencer&Preview menus in consistency with other editors:
(Several of these items are missing from your list)

Added menus and functions:

Select Menu:

  • Select All
  • Select None
  • Select Inverted
  • Box Select

Select Image Menu:

  • Move
  • Rotate
  • Scale
  • Clear
    • Move
    • Rotate
    • Scale
    • All
  • Copy
  • Paste
  • Duplicate
  • Delete
  • Fit/Fill
    • Scale to Fit
    • Scale to Fill
    • Stretch to Fill

Lock/Mute should be added too(but would properly need some visual indication in the preview too).

The main difference between all of these operators and the ones exposed in the Sequencer, is that the ones in the Preview should only be working on items visible in the Preview(at Current Frame), to avoid mistakes of ex. rotating strips outside of the preview. Ex. Select All in the Preview, would the expected behaviour be to only select the items visible in the Preview.

The other things I mention like exposing transform values in the Preview sidebar and how selection should work on items sharing the same selection pixel etc. is also a question if consistency with ex. the 3d view is wanted or not.

A note: as mentioned previously there is no way to discuss anything design related with the VSE module members, because @Sergey and @fsiddi are absent and @iss doesn't decide on design, which basically means that only elements in consistency with existing editors can be implemented, whereas specific needs to this Preview Editor can't be implemented nor discussed. Is this really the way forward, if the ambition is to deliver the best possible tools with the best possible UX?

The 2D cursor is missing an Overlay hide checkbox. 3D View:

Why is this annoying?

The Compositor Crop node actually comes with a crop gizmo, so maybe there is some code and design which can be reused?
