Issue rendering Stereo 360 Top/Bottom on Blender 3.0.0 #94752

Operating system: Windows 11
Graphics card: RTX 3080

Blender Version
Broken: (3.0.0 f1cca30557, master)
Worked: (2.93.7, a5b7f9dc90, master)

Short description of error
Issue rendering for VR (Stereoscopic/Panoramic/Equirectangular/360/Top-Bottom). Worked perfectly fine on 2.93, but on 3.0, with same settings, the image separation seems wrong as well as the stereoscopic mode (off-axis and toe-in) seems to be switched around.

Exact steps for others to reproduce the error
Create a basic scene with a subject
Change render engine to Cycles
Set output to Stereoscopy (Stereo 3D)
Point camera to focus the subject
Change camera to:

Type: Panoramic
Panorama Type: Equirectangular

Render Image

Result:
On 2.93 Image can be viewed on a VR headset and looks perfect, in focus, no issues.
On 3.X Image can be opened in VR headset but looks off, left/right eye distance higher, doesn't look good. Changing camera stereo mode to "Toe-in" makes it a bit better but still off compared to 2.93.

Note:
Also tried on the Blender 3.1 Alpha and same results.

Further troubleshooting and comparison to Blender 2.93, I believe the issue is isolated to the Camera>Stereoscopic Mode > "Off-Axis" = broken in 3.0.0
Parallel mode seems to work but stereo doesn't look as natural as in 2.93 off-axis.
