Expose curves to particle system operator in sculpt mode. #96889
This is useful for a faster workflow until the old hair system can be fully replaced.

I'm not entirely sure how you got into this situation yet. It seems like snapping the curves back to the surface and then converting it to a particle system works as expected.
Maybe the attachment attributes are not propagated correctly when curves are deleted. Will check that.
@JacquesLucke I managed to reproduce very easily:
- Add Cube
- Add Random Hair
- Set Surface
- Snap Curve to Surface
- Delete a few hairs
- Convert to Particles
There are some hair patches that are still not deleted in the converted particles.
Now if I skip the Snap Curve to Surface step, I can't even convert to Particles (it shows no error, but also no particle is created).
Deleting a branch is permanent. Although the deleted branch may exist for a short time before cleaning up, in most cases it CANNOT be undone. Continue?
