Currently images are stored in the texture namespace. This adds difficulties in vulkan with eevee-next.

Resource bindings using numbers can lead to overwriting previous resources. eevee_shadow_tag_usage_volume shader is a shader that has this issue.

Solution is to add a separate namespace for images
