New Snap To Grid snaps to "floor"/"visible" 2-dimensional grid only (4.1 was a 3-dimensional grid)

That's strange ... I could sware that I had it working with Increment + Grid. @DanielBystedt do you recall what you have done to get the "3D Volume Grid" snap behaviour?

@DanielBystedt indeed you are right. The 3D Grid behaviour happens as long as you do Incremental + Grid.

Rigify itself is included with Blender.

For other add-ons it is recommended to use a portable configuration if you want them included in all the installs:
