Cleanup: BLI_noise

Use common prefix as this collided with existing API's (eg BLI_voronoi).

Also expand some non-obvious abbreviations:

- 'g'  -> 'generic'
- 'vl' -> 'variable_lacunarity'
- 'V'  -> 'v3'
