When height is limited, it is defined by space occupied by strips,
but at least channels 1 to 7 will be always visible. This allows it to
easily overview timeline content by zooming out to maximum extent in Y
axis and panning in X axis.
More channels can be "created" on demand by moving strip to higher
channel. When strip is removed and highest channel becomes empty, view
will stay as is until it is moved down. Then new highest point is
remembered and it is not possible to pan upwards until strip is moved to
higher channel.
Limiting takes into account height of scrubbing and markers area as
well as scrollers. This means that when zoomed out to maximum extent,
no strips are obstructed by fixed UI element.

So far it was needed to declare a new RNA struct to `RNA_access.h` manually.
Since 9b298cf3db we generate a `RNA_prototypes.h` for RNA property
declarations. Now this also includes the RNA struct declarations, so they don't
have to be added manually anymore.

Use arrays for wmEvent coordinates, this quiets warnings with GCC11.
- `x, y` -> `xy`.
- `prevx, prevy` -> `prev_xy`.
- `prevclickx, prevclicky` -> `prev_click_xy`.
There is still some cleanup such as using `copy_v2_v2_int()`,
this can be done separately.

Currently the Drivers Editor shows this (the blue thing can be dragged
to change frame):

But the Drivers Editors X axis is the output of the driver [which can be
further tweaked by the curve] not time(frame).
So it seems better to not mix them here, it is just confusing to have
two different units on one axis.
Especially since what we really want to look at in X (the drivers output
value) can be in a totally unrelated range compared to frames, so e.g.
we might be interested in a drivers range from 0.0 to 1.0 and a
framerange of 100 to 200, so putting this on one axis just does not make
sense. Better to use a separate timeline for this.
Note 2.79 also did not do this.

When channels are scrolled to be (partially) behind the search bar,
their widget buttons would still be interactive, preventing the seach
buttons to be usable.
We have to make sure the events are consumed from the search and dont
reach other UI blocks.
We can do so by flagging the block `UI_BLOCK_CLIP_EVENTS` -- but also
have to make sure the bounds are calculated correctly (otherwise the
check relating `UI_BLOCK_CLIP_EVENTS` in `ui_but_find_mouse_over_ex` wont
trigger properly.

Confusingly, BKE_scene_frame_get did not match the frame number as expected by
BKE_scene_frame_set. Instead it return the value after time remapping, which
is commonly named "ctime".
* Rename BKE_scene_frame_get to BKE_scene_ctime_get
* Add a new BKE_scene_frame_get that matches BKE_scene_frame_set
* Use int/float depending if fractional frame is expected
Passing 4x arguments for the rectangle,
mixed in with round-box radius & color wasn't very readable.
Instead, pass a `rctf` as the first argument to UI box drawing functions.

A lot of animator request an option to invert the filter of the dopesheet channels. This patch adds that invert filter option. This is not for Grease Pencil only, affect to all modes.

When playing back animations a playhead is updated in all the animation editors.
The drawing of the playhead is part of the drawing of the main region
`RGN_TYPE_WINDOW` that redraws the whole region.
This change will draw the play head and window scrollers when updating the
screen. This affects the Action editor, Timeline, Graph editor, NLA editor and
Sequence editor. There is noticeable speedup when using complex animation files.
Spring 02_020_A.anim.blend fps went from 11.8 to 12.5 when showing a timeline
and a action editor on a Ryzen 1700.
* When playing back animation the markers don't jump up/down when near the
frame. This could be added back.

The old convention was easy to confuse with ScrArea.

This is mostly a batch rename with some manual fixing. Only single word
variable names are changed, no prefixed/suffixed names.
Brecht van Lommel and Campbell Barton both gave me a green light for
this convention change.
Also ran clan clang format on affected files.
This should only be used to change and recalculate region sizes in a DPI
independent way. To get the size with DPI applied, ARegion.winx/y should
be used instead.
