This addresses warnings from Clang-Tidy's `readability-else-after-return`
rule in the `source/blender/blenlib` module. Not all warnings are
addressed in this commit.

BF-admins agree to remove header information that isn't useful,
to reduce noise.

Developers should add non license comments as separate comment blocks.
No need for separator text.

This is often invalid, outdated or misleading
especially when splitting files.
It's more useful to git-blame to find out who has developed the code.

For areas that require append, store the last node,
Previous behavior would too easily hide poorly performing code.
Also avoid (prepend, reverse) where possible.
the subset version of the function checks if any faces has all its verts in the given array.
also made some additions to linklist functions (arena and pool versions of append).
* define for missing hypotf on msvc.
* svd_m4 and pseudoinverse_m4_m4 functions.
* small tweak to perlin noise, use static function instead of macro.
* BLI_linklist_find and BLI_linklist_insert_after functions.
* MALWAYS_INLINE define to force inlining.
* BLI_linklist_index() - to get an items index in a LinkList
* BLI_memarena_use_malloc() - BLI_memarena_use_calloc alredy existed but there was no way to switch back to malloc.
