NOTE: this patch originated in T98015 which was split into multiple
reports. While it could be split into multiple patches these are very
much related so keeping as one for now
This patch fixes the following issues:
[1] autokeying transforms in preview only creates keyframes if there is
an FCurve already
[2] autokeying transforms in preview only creates keyframes for
rotation/scale if rotating/scaling around cursor (should keyframe
position as well)
[3] autokeying transforms in preview does not work during animation
playback
For [1], a param was added to `ED_autokeyframe_property` which can tweak
its default behavior of only creating keyframes on already keyed
properties (which was fine because this is mostly called from buttons
where this behavior is desired). Callers such as gizmos (or the VSE in
our case) can use this additional param so that keyframes are also
created on "not-yet-keyframed" properties.
For [2], the pivot is checked and position properties also keyed if
necessary (which is also consistent with the way objects are keyed in
the 3DView)
For [3], `animrecord_check_state` was changed to be able to work on
scenes as well and the transform system in the VSE preview was made
aware of the screen's `animtimer`.
NOTE: there are still things to be improved for keyframing in the VSE,
the most obvious is probably a `keyframe_insert` operator (with
keyingsets)

This patch adds the drag and drop strip previews in the VSE.
It also adds two new functions to the drag and drop API.
1. "draw_in_view" for callbacks that wants to draw elements in local viewport coordinates
2. "on_drag_start" that can be used for prefetching data only once at the start of the drag.

This was partially broken with {rBde9ea94fc6f}.
The `Frame Step` and `Second Step` snapping options were working as if
they were `Nearest Frame` and `Nearest Second` respectively in the
`Dope Sheet` and `NLA` editors.
In the `Graph Editor` the problem was more serious:
"Second Step: ... The keyframe itself moves along as though in snapping
were active at all, while its handles 'stay behind' until it reaches
the next second boundary, at which point the teleport handles to
'catch up'".
The snapping code for these modes was spread across the transform
mode code and `recalcData` of each data type. Therefore, create a
unified snapping code for these options so that all issues are fixed in
one place.

Change snapping behavior to snap strip edges when they are close to snap point.
Default behavior is, that each transformed strip is snapped to any other strip.
Implement snapping controls in sequencer tool settings. These controls include:
- Snapping on/off
- Ability to snap to playhead and strip hold offset points
- Filter snap points by excluding sound or muted strips
- Control snapping distance
Snapping controls are placed in timeline header similar to 3D viewport

The changes are:
- Split conversion of the texture space data to its own file.
- Skip adding keyframes with AutoKeyframes.
- Skip recalculation of the trasform dependencies between objects.

No real user functional changes
Simple change that shows all the enums used in the transform code and helps
to better understand the role of the members of the struct TransInfo.
It also allows the IDE to show the name of the value represented by the
member instead of a number that needs to be consulted.

When transforming multiple strips to limits of sequencer timeline they get
squashed into one channel.
Store selection minimum and maximum channel in TransSeq and limit
transformation so no strip can be transformed beyond timeline boundary.

Since the `TransData` converted from vertices is the same used for other
transform modes (Move, Rotate, Resize), the logic used for mirroring
focused only on the position of the vertices.
The solution here is to create a specific `TansData` for `CD_MVERT_SKIN`.
This replaces header include guards with `#pragma once`.
A couple of include guards are not removed yet (e.g. `__RNA_TYPES_H__`),
because they are used in other places.
This patch has been generated by P1561 followed by `make format`.

Support custom-data correction based on surrounding geometry for all
transformation modes of the mesh transform operators.
The is the same logic used in Vert and Edge Slide.
In order not to change the current default behavior,
this property does not affect Vert and Edge Slide modes.
Pointed by strict compiler warnings, but some of the reports were
actually a real bugs:
- Access uninitialized memory of td_mirror_iter.
Assuming that iterator is to point to the first element of the
data array.
- Lattice's recalc data was never called.
There is also a fix for redundant declaration of recalcData() and
missing declaration of recalcData_lattice().
count_set_pose_transflags --> transform_convert_pose_transflags_update
count_bone_select --> armature_bone_transflags_update_recursive
Also don't mix `BONE_TRANSFORM_MIRROR` with `BONE_TRANSFORM` in
transflag. (This was a mess introduced in rBde530a95dc7b).

The sculpt mode transform tool applies the sculpt pivot transformation to all vertices, taking XYZ symmetry into account.
This commit also includes an operator to set the pivot point initial position.
