This has faster builds, error checks and tests. The number of cmake options
for this type of thing has grown over the years and it's convenient to be
able to point new developers to a single target.
Previously the combination of all these options did not work correctly, now
all tests should pass.
The easiest way to use this is with the make wrapper, for example:
make full developer debug
Or set it manually with CMake:
cmake -C ../blender/build_files/cmake/config/blender_developer.cmake .

Draco is added as a library under extern/ and builds a shared library that is
installed into the Python site-packages. This is then loaded by the glTF add-on
to do mesh compression.

This version fixes various bugs, and there is no need anymore to use both
9.1 and 10.0 for different cards.
There is a bug related to WITH_CYCLES_CUBIN_COMPILER and bump mapping in the
regression tests, so that remains disabled same as it was for CUDA 10.0.

Fix T56858: CUDA 9.2 and 10 issues.
WITH_ASSERT_ABORT was not disabled for release builds. In most cases asserts
are disabled in release builds, but not always.
This also changes the buildbot to use blender_release.cmake instead of
blender_full.cmake, the only effective difference should be WITH_ASSERT_ABORT.
This feature is limited (only byte PPM output, no multi-view),
only works with specific configurations.
This also causes some maintenance overhead
when testing changes to the render pipeline.

This includes DNA data and any reference to the BGE code in Blender itself.
We are bumping the subversion.
Pending tasks:
* Tile/clamp code in image editor draw code.
* Viewport drawing code (so much of this will go away because of BI removal
that we can wait until then to remove this.
We've got quite comprehensive BMesh based implementation, which is way easier
for maintenance than abandoned Carve library.
After all the time BMesh implementation was working on the same level of
limitations about manifold meshes and touching edges than Carve. Is better
to focus on maintaining one boolean implementation now.

It has been deprecated since at least macOS 10.9 and fully removed in 10.12.
I am unsure if we should remove it only in 2.8. But you cannot build blender with it supported when using a modern xcode version anyway so I would tend towards just removing it also for 2.79 if that ever happens.

The Issue

For a long time now MinGW has been unsupported and unmaintained and at this point,
it looks like something that we should just leave behind and move on.
Why Remove
==========
One of the big motivations for MinGW back in the day is that it was free compared to MSVC which was licensed based.
However, now that this is no longer true we have basically stopped updating the need CMake files.
Along with the CMake files, there are several patches to the extern libs needed to make this work. For example, see:

If we wanted to keep MinGW then we would need to make more custom patches to the external libs and
this is not something our platform maintainers are willing to do.

1) Release target that checks for both cuda 7.5 and 8 with WITH_CYCLES_CUDA_BINARIES=ON and CYCLES_CUDA_BINARIES_ARCH=sm_20;sm_21;sm_30;sm_35;sm_37;sm_50;sm_52;sm_60;sm_61 options set.
2) Option to switch between x86 and x64 builds, the default remains (auto detect the architecture) but can be overridden.
3) Option to switch between vs12(2013) and vs14(2015) default is 2013.

All in all, this patch adds an Alembic importer, an Alembic exporter,
and a new CacheFile data block which, for now, wraps around an Alembic
archive. This data block is made available through a new modifier ("Mesh
Sequence Cache") as well as a new constraint ("Transform Cache") to
somewhat properly support respectively geometric and transformation data
streaming from alembic caches.

While it was indirectly disabled already, it's handy to use the config
as template and enable certain features. In case of Cycles enabling it
would also enable OSL which is not very expected.
This will respect the official build configuration where we should
have BLOSC enabled.
We can't really detect if OpenVDB was compiled with BLOSC or not,
so seems we can't really avoid this extra flag.
D1751, remove this library since its quite a specific - only supports an older version of this codec.
Also ffmpeg has added support for recent versions of the codec.
simulations.
This commits implements OpenVDB as an extra cache format in the Point
Cache system for smoke simulations. Compilation with the library is
turned off by default for now, and shall be enabled when the library is
present.

This commit makes sure Linux and Windows buildbots are using OpenSubdiv
and also enables OpenSubdiv by default on Windows.
OSX is kept disabled still, this is due to OpenGL restrictions which are
not solved in any way yet.
Linux is defaults to OpenSubdiv disabled because it needs precompiled
library.
