Use a shorter/simpler license convention, stops the header taking so
much space.

- `./extern/` was left out.
- `./intern/cycles` & `./intern/atomic` are also excluded because they
use different header conventions.
doc/license/SPDX-license-identifiers.txt has been added to list SPDX all
used identifiers.

Add a data boundary check in the flipping code.
This code now also communicates the number of mipmap levels
it processed with an intent to avoid GPU texture from using
more levels than there are in the DDS data.

when saving, rather we flip the compressed texture during load. The code used
here comes from the chromium O3D project:

Also made it only load compressed for power-of-two resolution images, it doesn't
seem to work for other resolutions, just falls back to non-compressed then.
