For the man rationale behind this design, see 49f088e2d0. Further,
this removes users of uiBut.a1/uiBut.a2, which is a very ugly design
choice (hard to reason about).
Note that I had to do rather ugly, specific exceptions for the number
buttons in `ui_def_but_rna()`. But once all users of a1/a2 are removed,
this special handling shouldn't be needed anymore.
I also had to move a sanity check out of the button definition. It's now
moved into a new debug only sanity checking function executed when
finishing the layout definition (block end).
Issue is that update functions defined in
`rna_def_fmodifier_envelope_ctrl` (namely `rna_FModifier_update`) are
actually never called.
This is because UI code for FCurve modifiers often does not use RNA
buttons but uses custom update functions (or non at all). For example,
rB9a88bd55903a did this for the generators, envelope control points did
not have this at all.
This is now changed to use RNA buttons for the envelope control points,
this could done for other non-RNA buttons as well to get rid of
'validate_fmodifier_cb()'.

The `BKE_animsys.h` and `anim_sys.c` files already had a an "AnimData
API" section. The code in that section has now been split off, and
placed into `BKE_anim_data.h` and `anim_data.c`.
All files that used to include `BKE_animsys.h` have been adjusted to
only include the animation headers they need (sometimes none).
No functional changes.

Since rB78b56fa7d973 defining a button with 'but->a1 = 0' wasnt
automatically setting its step value to 1 in 'ui_do_but_NUM' anymore.
Instead of handling this more forgiving in 'ui_do_but_NUM', went over
the remaining cases of buttons and and defined them with a step value of
1.

The other built in modifiers, except the generator modifier, seems to
update the depsgraph thought some RNA magic.
However the generator seem to be a bit special and doesn't get included
into this. Now we manually update the depsgraph on value changes to the
generator modifier.
Use dedicated flag to tag animation just for copy-on-write synchronization,
which makes it so copies of the original data blocks gets in sync with the
original ID. This will not flush the animation update to all objects which
depend on that animation.
If such flush is required, use ID_RECALC_ANIMATION.

Terms get/set don't make much sense when casting values.
Name macros so the conversion is obvious,
use common prefix for easier completion.
- GET_INT_FROM_POINTER -> POINTER_AS_INT
- SET_INT_IN_POINTER -> POINTER_FROM_INT
- GET_UINT_FROM_POINTER -> POINTER_AS_UINT
- SET_UINT_IN_POINTER -> POINTER_FROM_UINT
Cyclic extrapolation is implemented as an f-curve modifier, so this
technically violates abstraction separation and is something of a hack.
However without such behavior achieving smooth looping with cyclic
extrapolation is extremely cumbersome.
The new behavior is applied when the first modifier is Cyclic
extrapolation in Repeat or Repeat with Offset mode without
using influence, repeat count or range restrictions.
This change in behavior means that curve handles have to be updated
when the modifier is added, removed or its options change. Due to the
way code is structured, it seems it requires a helper link to the
containing curve from the modifier object.

- moved & split `BLF_translation.h` into (`BLT_translation.h`, `BLT_lang.h`).
- moved `BLF_*_unifont` functions from `blf_translation.c` to new source file `blf_font_i18n.c`.
Both were maked as temp, but used often.
Now pass uiFontStyle to both, rename UI_draw_string to UI_fontstyle_draw_simple,
since its a variant of UI_fontstyle_draw that skips shadow, align... etc.
Make the UI API more consistent and reduce confusion with some naming.

FCurve Noise Modifer now has an extra float property which offsets the noise in time.
This is useful for creating follow through in procedurally animated noise.
For example, if you've used a noise modifier on a parent bone to add additional movement,
a quick and easy way to add overlapping motion is to create copies of that modifier on
its children, and then offset the time those curves play at. See this in action at:

Fix for second issue in the UI for this FModifier, where the "x" would not be
shown for order=1 where DPI >= 88 and Text AA is off, as the label sizes used
were too small.
