Mathutils types were always GC tracked even when it wasn't intended.
Not having to track objects speeds up Python execution.
In an isolated benchmark created to stress test the GC
creating 4-million vectors (re-assigning them 100 times), this gives
an overall ~2.5x speedup, see: P3221.
Details:
Since [0] (which added support for sub-classed mathutils types)
tp_alloc was called which defaults to PyType_GenericAlloc which always
GC tracked the resulting object when Py_TPFLAGS_HAVE_GC was set.
Avoid using PyType_GenericAlloc unless the type is sub-classed,
in that case the object is un-tracked.
Add asserts that the tracked state is as expected before tracking &
un-tracking, to ensure changes to object creation don't cause objects
to be tracked unintentionally.
Also assign the PyTypeObject.tp_is_gc callback so types optionally GC
track objects only do so when an object is referenced.

As `GPU_PRIM_LINE_LOOP` is not supported on Vulkan or Metal and
`GPU_PRIM_TRI_FAN` is not supported on Metal, they will be removed in
future releases.
So it is important to inform users that they are obsolete and may not
be supported for a long time.

With the increased use of multi-character format units and keyword-only
arguments these are increasingly difficult to make sense of.
Split the string onto multiple lines, one per argument.
While verbose it's easier to understand and add new arguments.
Use a shorter/simpler license convention, stops the header taking so
much space.

- `./extern/` was left out.
- `./intern/cycles` & `./intern/atomic` are also excluded because they
use different header conventions.
doc/license/SPDX-license-identifiers.txt has been added to list SPDX all
used identifiers.

Currently the GPU module for python has different ways to handle enums.
- Organizing items in `PyC_StringEnumItems` arrays and parsing them with `PyC_ParseStringEnum`.
- Using dedicated functions for each type of enum (`bpygpu_ParsePrimType`, `pygpu_ParseVertCompType` and `pygpu_ParseVertFetchMode`).
Although apparently more efficient (especially `pygpu_ParseVertCompType`
which transforms strings into integers for simple comparison), these
dedicated functions duplicate functionality, increase the complexity of
the code and consequently make it less readable.

BF-admins agree to remove header information that isn't useful,
to reduce noise.

Developers should add non license comments as separate comment blocks.
No need for separator text.

especially when splitting files.
It's more useful to git-blame to find out who has developed the code.

Mixing file rename with other changes should be avoided.
Using 'module_py_api' convention here
is in keeping with imbuf, idprop, blf & bmesh.
No reason for gpu to have a different convention.
Instead of crashing, an error message is displayed if a function of the gpu module is called without a GPU context.

The changes are:
- The shader now is passed as a parameter of the batch `draw` method (batch.draw(shader)). Since the batch always has to set a shader before drawing;
- The batch methods to specify a value to a uniform have been removed. Uniforms are parameters of the program (here called shader). If you change a uniform, it changes in all batchs that use the same program;
- New methods were added to set uniforms by the shader;
- The `batch.program_set_builtin` was removed. It is a duplicate of `program_set` but without a shader object. We need the shader object to configure the uniform;
