Patch implements better way to control playback speed than it is
possible to do with speed effect. Speed factor property can be set in
Time panel.
There are 2 layers of control:
Option to retime movie to match scene FPS rate.
Custom speed factor to control playback rate.
Since playback rate is strip property, it is now possible to manipulate
strip as normal one even if it is retimed.
To facilitate manipulation, some functions need to consider speed factor
and apply necessary corrections to strip offset or strip start. These
corrections may need to be float numbers, so start and offsets must be
float as well.
Sound strips now use speed factor instead of pitch. This means, that
strips will change length to match usable length. In addition, it is
possible to group movie and sound strip and change speed of meta strip.
This patch adds channel region to VSE timeline area for drawing channel
headers. It is synchronizedwith timeline region. 3 basic features are
implemented - channel visibility, locking and name.
Channel data is stored in `SeqTimelineChannel` which can be top-level
owned by `Editing`, or it is owned by meta strip to support nesting.
Strip properties are completely independent and channel properties are
applied on top of particular strip property, thus overriding it.
Implementation is separate from channel regions in other editors. This
is mainly because style and topology is quite different in VSE. But
also code seems to be much more readable this way.
Currently channels use functions similar to VSE timeline to draw
background to provide illusion of transparency, but only for background
and sfra/efra regions.
Great portion of this patch is change from using strip visibility and
lock status to include channel state - this is facilitated by functions
`SEQ_transform_is_locked` and `SEQ_render_is_muted`
Originally this included changes in D14263, but patch was split for
easier review.

If timeline contains scene strip outside of edited meta strip, this will
cause crash. This is because prefetchin ignored meta strips being edited
when rendering, but did check for scene strips only inside edited meta
strip.
Change active seqbase pointer when entering meta strip. This makes it
possible to prefetch only content that is being presented to user.
Prefetch needs to avoid rendering scene strips, because
- Rendering in background needs own dependency graph, which fails to
initialize from evaluated data.
- This locks UI and can make it unresponsive for long time periods.
In T88237 prefetch failed to avoid scene strip, because of effect strip
was attached to scene strip.
Ensure, that no effect that is attached to scene strip either directly
or indirectly would be rendered.

Scene strips can't be prefetched and seq_prefetch_do_skip_frame()
should check if scene strip is in timeline. But it did not recurse into
meta strips, which resulted in crash.

This argument was used to prevent infinite loop in lookups between disk
and RAM cache.
Code was refactored, so this can be handled internally in cache.

This value was meant to be used for keeping images that are slowest to
render in cache. Method of measurement was flawed, because it doesn't
take UI overhead into consideration.
Cache panel is to be removed because users should not have to tweak
settings like this. It is not useful for development either, therefore
it is removed completely.
In 8d1978a8e0 bmain entry is updated when prefetching is started,
but this must be done before seq_prefetch_update_context(). Otherwise
created cache keys will be incorrect.
This happens immediately after prefetch is started. When it's refreshed
problem goes away.

Move most functions into separate files.
File sequencer.c is reserved for alloc, free and duplicating functions.
There should be no functional changes.
Replace BKE_sequencer wirh SEQ_render or SEQ_proxy prefixes.
In cases where function is very generic, only SEQ prefix is used.

Move functions closely related to rendering images and proxies into
render.c and proxy.c files. render.h and proxy.h are created for
functions used internally.
There should be no functional changes.
Intern definitions are moved to sequencer/intern/sequencer.h
BKE_sequencer.h was also cleaned up a bit to make sure that functions
and structs are in correct category.

Main DB and it's structs can point to different address after undoing.
In this case problem was that bmain was not updated. Same fix was
done for scene as well.
