7f564d74f9 Main Workspace Integration
This commit does the main integration of workspaces, which is a design we agreed on during the 2.8 UI workshop (see https://wiki.blender.org/index.php/Dev:2.8/UI/Workshop_Writeup)

Workspaces should generally be stable, I'm not aware of any remaining bugs (or I've forgotten them :) ). If you find any, let me know!
(Exception: mode switching button might get out of sync with actual mode in some cases, would consider that a limitation/ToDo. Needs to be resolved at some point.)

== Main Changes/Features
* Introduces the new Workspaces as data-blocks.
* Allow storing a number of custom workspaces as part of the user configuration. Needs further work to allow adding and deleting individual workspaces.
* Bundle a default workspace configuration with Blender (current screen-layouts converted to workspaces).
* Pressing button to add a workspace spawns a menu to select between "Duplicate Current" and the workspaces from the user configuration. If no workspaces are stored in the user configuration, the default workspaces are listed instead.
* Store screen-layouts (`bScreen`) per workspace.
* Store an active screen-layout per workspace. Changing the workspace will enable this layout.
* Store active mode in workspace. Changing the workspace will also enter the mode of the new workspace. (Note that we still store the active mode in the object, moving this completely to workspaces is a separate project.)
* Store an active render layer per workspace.
* Moved mode switch from 3D View header to Info Editor header.
* Store active scene in window (not directly workspace related, but overlaps quite a bit).
* Removed 'Use Global Scene' User Preference option.
* Compatibility with old files - a new workspace is created for every screen-layout of old files. Old Blender versions should be able to read files saved with workspace support as well.
* Default .blend only contains one workspace ("General").
* Support appending workspaces.

Opening files without UI and commandline rendering should work fine.

Note that the UI is temporary! We plan to introduce a new global topbar
that contains the workspace options and tabs for switching workspaces.

== Technical Notes
* Workspaces are data-blocks.
* Adding and removing `bScreen`s should be done through `ED_workspace_layout` API now.
* A workspace can be active in multiple windows at the same time.
* The mode menu (which is now in the Info Editor header) doesn't display "Grease Pencil Edit" mode anymore since its availability depends on the active editor. Will be fixed by making Grease Pencil an own object type (as planned).
* The button to change the active workspace object mode may get out of sync with the mode of the active object. Will either be resolved by moving mode out of object data, or we'll disable workspace modes again (there's a `#define USE_WORKSPACE_MODE` for that).
* Screen-layouts (`bScreen`) are IDs and thus stored in a main list-base. Had to add a wrapper `WorkSpaceLayout` so we can store them in a list-base within workspaces, too. On the long run we could completely replace `bScreen` by workspace structs.
* `WorkSpace` types use some special compiler trickery to allow marking structs and struct members as private. BKE_workspace API should be used for accessing those.
* Added scene operators `SCENE_OT_`. Was previously done through screen operators.

== BPY API Changes
* Removed `Screen.scene`, added `Window.scene`
* Removed `UserPreferencesView.use_global_scene`
* Added `Context.workspace`, `Window.workspace` and `BlendData.workspaces`
* Added `bpy.types.WorkSpace` containing `screens`, `object_mode` and `render_layer`
* Added Screen.layout_name for the layout name that'll be displayed in the UI (may differ from internal name)

== What's left?
* There are a few open design questions (T50521). We should find the needed answers and implement them.
* Allow adding and removing individual workspaces from workspace configuration (needs UI design).
* Get the override system ready and support overrides per workspace.
* Support custom UI setups as part of workspaces (hidden panels, hidden buttons, customizable toolbars, etc).
* Allow enabling add-ons per workspace.
* Support custom workspace keymaps.
* Remove special exception for workspaces in linking code (so they're always appended, never linked). Depends on a few things, so best to solve later.
* Get the topbar done.
* Workspaces need a proper icon, current one is just a placeholder :)

a7b3047cef Datablock ID Properties
The absence of datablock properties "will certainly be resolved soon as the need for them is becoming obvious" said the [[http://wiki.blender.org/index.php/Dev:Ref/Release_Notes/2.67/Python_Nodes|Python Nodes release notes]]. So this patch allows Python scripts to create ID Properties which reference datablocks.
This functionality is implemented for `PointerProperty` and now such properties can be created with Python.

In addition to the standard update callback, `PointerProperty` can have a `poll` callback (standard RNA) which is useful for search menus. For details see the test included in this patch.

ce3c7e8ff5 Layers: use IDProperty and override collection properties system
First this replace a custom data struct with IDProperty, and use
IDProperty group merge and copying functions. Which means that a collection
property setting is only created if necessary.

This implements the "Layer Collection settings" override system, as
suggested in the "Override Manifesto" document.

The core is working, with Scene, LayerCollection and Object using a
single IDProperty to store all the render settings data. Next step is to
migrate this to depsgraph.

Note: Clay engine "ssao_samples" was hardcoded to 32 for now. It will come
back as part of "Workspace Settings" later.

Many thanks for Bastien Montagne for the help with the UI template
nightmare ;)

351a9d084f Fix T50369: Objects can't be deleted from scene when using "link group objects to scene"
Main issue here was that in old usercount system 'user_real' did simply
not allow that kind of thing to work. With new pait of 'USER_EXTRA'
tags, it becomes possible to handle the case correctly, by merely refining
checks about indirectly use objects whene removing them from a scene.

Incidently, found another related bug, 'link group objects to scene' was not
incrementing objects' usercount - bad, very very bad!

d0335796a8 Readfile: Resurrect do_versions_after_liblink.
Basic idea is to store fileversion in Library datablock, and split again
Main by libraries after lib linking, do_versions_after_liblink on
those separated Mains, and merge again.

This allows to still have correct versions for each data-block in that
second do_versions step.

Note that this is not used currently in master (might be soon, though),
but is needed for 2.8 work.

df63195d2a Cleanup id->newid usage, initial work.
This aims at always ensuring that ID.newid (and relevant LIB_TAG_NEW)
stay in clean (i.e. cleared) state by default.

To achieve this, instead of clearing after all id copy call (would be
horribly noisy, and bad for performances), we try to completely remove
the setting of id->newid by default when copying a new ID.

This implies that areas actually needing that info (mainly, object editing
area (make single user...) and make local area) have to ensure they set
it themselves as needed.

This is far from simple change, many complex code paths to consider, so
will need some serious testing. :/

5f0933f07a Fix T49829: Removal of custom icon previews during add-on unregister crashes Blender.
Issue was happening when removal of custom icons was done while they
were still being rendered by preview job.

Now add a 'deffered deletion' system, to prevent main thread to delete
preview image until loading thread is done with them.

Note that ideally, calling `ED_preview_kill_jobs()` on custom icon
removal would have been simpler, but we don't have easy access to
context here...

b745a2401b Fix ID types DAG update tagging.
The first character of the ID type was used to tag IDs for updates which
is weak since different IDs can have the same first character (for
example meshes, materials and metaballs), causing unnecessary updates of
unrelated IDs.

Now we use a unique index per ID type to tag for updates, unifying IDs
arrays indexing along the way.

Idea is to replace hard-to-track (id->lib != NULL) 'is linked datablock' check everywhere in Blender
by a macro doing the same thing. This will allow to easily spot those checks in future, and more importantly,
to easily change it (see work done in asset-engine branch).

Note: did not touch to readfile.c, since there most of the time 'id->lib' check actually concerns the pointer,
and not a check whether ID is linked or not. Will have a closer look at it later.

00166ff62e Better fix for T47787 - remove extra user due to 'user_one' as soon as we increase 'real' user count.
This has several benefits:
* User count remains coherent, regardless of the order in which you use 'user_one' & real refcounting users
  (i.e. if you add to group, and then link in scene, or the reverse, you now always get same final user count).
* Avoids the need to check for potential 'user_one' extra user in count in several places in code (e.g. when
  making IDs single users...).
* Users won't wonder why they cannot make 'single user' and ID even though its user count shows '2'!
* readfile.c now always uses code from BKE's library.c when modifying id->us. Which means we can consider
  (asside from assignment during initialization) that id->us is read-only outside of library.c context.

Note that this commit reverts previous one (rB6b1d77a8052b) - please **do not** backport this one in 2.77.

6b1d77a805 Fix T47787: When performing operation 'Make single user' -> 'obj&data', object could be removed from group.
Similar cause as in T47482, we used to have poor handling of 'user_one' cases of ID usage,
leading to inconsistent behavior depending on order of operations e.g.

Here, was object used by a group but not linked in any scene - once linked in scene,
their usercount would be 2, leading to 'making single copy', when it's actually not needed.
We now have better control here, so let's use it!

Note that other ID 'make single user' code will likely need similar fix (Images, etc.).

Safe to be backported to 2.77.

2ac555fe47 ID: Sanitize handling of 'USER_ONE' (ensure_user) case.
Note that this has little impact on current master - yet it allows to fix the 'Image Editor' bug
(open image in editor, use same image in texture, delete image from texture, image us is 0 and
red in image editor...) and probably a few other similar cases.

But that change is mandatory to get a proper handling of ID deletion/reamapping/reloading/etc. as done in id-remap branch.

Instead of just adding a user if none already present, new code use two new ID tags to get a three-states status:
  - Normal: nothing changes.
  - Needs extra user: we know that ID needs an extra user, so we take of never going down to 0 in 'real' usercount handling.
  - Has extra user: we do have increased that ID usercount to get our needed extrauser.

3fcf535d2e Split id->flag in two, persistent flags and runtime tags.
This is purely internal sanitizing/cleanup, no change in behavior is expected at all.

This change was also needed because we were getting short on ID flags, and
future enhancement of 'user_one' ID behavior requires two new ones.

id->flag remains for persistent data (fakeuser only, so far!), this also allows us
100% backward & forward compatibility.

New id->tag is used for most flags. Though written in .blend files, its content
is cleared at read time.

Note that .blend file version was bumped, so that we can clear runtimeflags from
old .blends, important in case we add new persistent flags in future.

Also, behavior of tags (either status ones, or whether they need to be cleared before/after use)
has been added as comments to their declaration.

e5916187e8 First step to handle missing libs/datablocks when reading a file.
Idea is, instead of ignoring completely missing linked datablocks, to
create void placeholders for them.

That way, you can work on your file, save it, and find again your missing data once
lib becomes available again. Or you can edit missing lib's path (in Outliner),
save and reload the file, and you are done.

Also, Outliner now shows broken libraries (and placeholders) with a 'broken lib' icon.

Future plans are also to be able to relocate missing libs and reload them at runtime.

Code notes:
    - Placeholder ID is just a regular datablock of same type as expected linked one,
      with 'default' data, and a LIB_MISSING bitflag set.
    - To allow creation of such datablocks, creation of datablocks in BKE was split in two step:
        + Allocation of memory itself.
        + Setting of all internal data to default values.

This commit mainly:

* Exposes PreviewImage struct in RNA, including ways for user to set images data.
* Adds a new kind of PreviewImage, using a file path and IMB_thumb to get image.
* Adds a new kind of custom icon using PreviewImage, unrelated to ID previews system.
* Adds a python API (utils.previews) to allow python scripts to access those custom previews/icons.

Note that loading image from files' thumbnails is done when needed (deferred loading), not
when defining the custom preview/icon.

e11d22a6b7 Matcap support in 3D Viewport.
Full log is here:
http://wiki.blender.org/index.php/Dev:Ref/Release_Notes/2.66/Usability#Matcap_in_3D_viewport

Implementation notes:

- Matcaps are an extension of Solid draw mode, and don't show in other drawmodes.
  (It's mostly intended to aid modeling/sculpt)

- By design, Matcaps are a UI feature, and only stored locally for the UI itself, and
  won't affect rendering or materials.

- Currently a set of 16 (GPL licensed) Matcaps have been compiled into Blender.
  It doesn't take memory or cpu time, until you use it.

- Brush Icons and Matcaps use same code now, and only get generated/allocated on
  actually using it (instead of on startup).

- The current set might get new or different images still, based on user feedback.

- Matcap images are 512x512 pixels, so each image takes 1 Mb memory. Unused matcaps get
  freed immediately. The Matcap icon previews (128x128 pixels) stay in memory.

- Loading own matcap image files will be added later. That needs design and code work
  to get it stable and memory-friendly.

- The GLSL code uses the ID PreviewImage for matcaps. I tested it using the existing
  Material previews, which has its limits... especially for textured previews the
  normal-mapped matcap won't look good.
